Original language description
The Czech railway system with the huge net of tracks, including the international tracks within the European railway system, has the long-term tradition and unfortunately also experience with number of very severe accidents. All railway accidents have big commercial impact and events with the impact on human lives and healthy are very rapidly communicated via mass media. Therefore, the catastrophic railway scenarios with fatalities, next to the unacceptable losses on lives, lead also to the public incredulity to the operator or the whole rail system. Railway safety is developed and led by European directives, agreements (e.g., the fourth railway package) and the national law and regulations. Ongoing safety improvement is a crucial part of the whole human system since the technologies are more complicated and bring a lot of weaknesses, i.e., causes of risks. The presented work focuses on the safety development via overview of the current rail safety law and standards and comparison of causes of accidents. It is based on research of the legislative documents, database of railway accidents from 2016 using available public investigation reports by Czech Rail Inspection, and comparison of the database with previous one up to 2015. The paper then summarizes results on common causes analysis and its development from the time interval before 2016. Based on those results it provides the judgement for the further safety improvement of the railway system.
