Energy system is facing many changes and ambitious goals. Our society is dependent on the energy and the energy security is crucial. The aim of this work is to determine the risk that the changes bring. In our paper changes of the activation of the reserve control are analyzed. Our presumption is that to determine the need for the secondary reserve control it is not sufficient to observe only the value of the standard imbalance, because the standard system imbalance is calculated as an average value. We focus on extreme values of the system imbalance and their changes during last years. The system imbalance must be balanced by the balancing energy1. The aim of the paper is to discover the validity of the hypothesis that the need for balancing power2 is increasing due to the extreme values even if there is decreasing total amount of usedbalancing energy.
