This paper proposes a framework for a successful implementation of the vehicle miles travelled (VMT) fee. The VMT fee is looked on as an alternative to supplement the current road infrastructure financing system based mainly on the fuel-tax. The decisioncontext for the implementation of the VMT fee projection is discussed, identifying the factors that will affect a successful implementation. This study offers the VMT fee differentiated into three categories of vehicles and three emission classes, following a trend from the European Union that motivates fleet renewal and lowers emissions. A simple case study with three scenarios based on the current fuel tax revenues illustrates the application of this VMT fee projection. Findings from this case studypoint out that there is a potential for VMT fees.
