Original language description
The paper gives the results of expert?s judgement of five basic procedures of management and trade-off with risks that are used in managerial and engineering disciplines in a present practice. The judgement is based on evaluation of procedures with regard to the public interest, i.e. according to their capability to ensure the security for humans through ensuring the safe buildings, safe infrastructures, safe territories and safe human communities considered as systems. The assessment respects that human system: is a system of systems having several incommensurable assets, which have sometimes different goals. Among assets there are interdependences of a different nature, which are sources of different conflicts. It is used: the multicriterial approachbased on 14 criteria and quantity ?criticality rate?. Data for determination of criticality rates are obtained from experts from domains: public protection, territory protection, environment protection, public administration responsible
