    The principles of risk and reliability can be applied to extract a harmonised basis of structural design from mature standards. This paper demonstrates how key elements of semi-probabilistic provisions for actions on structures can be used to assess levels of harmonisation and differences for leading standards. This approach can be used by standardisation groups with limited resources to advance reliability-based design.
