Revolutionary change in the technology through high level of intellectual resources becomes one of the major factors defining both economical and social development, which is strictly interrelated with the quality of the education sector. A society witha high level of creative individuals and highly skilled experts becomes the most important condition of competitiveness of the country. Therefore, to achieve such results the higher education system should be modernized accordingly. However, realisationof an educational modernisation differs in the way that the given sphere carries out specific function in a society ? education will be either the stagnation factor, or stimulus for economic growth, increase of well-being, competitiveness and national safety of the country [1].
