Protecting Critical Infrastructures and ensuring their functionality is important for states. The transport sector is mediated in terms of traffic accidents, but there are other risks to its functioning. The article focuses on planning, management, and decision making in a transport process. The transport process is understood as a whole and is divided into sub-processes. Each subprocess is based on input data. The software is based on process control. The software should design the most appropriate transport option. It also displays other route options and identifies risk points based on input data. The software should also respond to the occurrence of any incident during the transport process. This should be done by the operator's notification of the emergency and solution proposal. An alternative solution is chosen by the operator in real time. Based on the alerts and offers of alternative routes, the operator responds in real time to the incident.
