Understanding Adult Learning Systems and their Prospective Roles

This chapter explores the dynamics of social change in post-industrialised and late-modern societies considering major forces of social change, emphasising the pivotal role of well-functioning institutions in coordinating responses to changes. The purpose is to discuss the significance of institutional design and governance in education and social policy, with a focus on Adult Education and Training (AET) as a social investment strategy. Various theories, such as the Human Capital Theory (HCT) and the capability approach, are examined as frameworks for understanding the role of AET in addressing social change. The concept of lifelong learning (LLL) is highlighted as a strategic response to these pressures, underscoring the necessity for continuous education across the lifespan in multiple contexts. Importantly, we re-introduce the concept of Adult Learning Systems (ALS) as a framework for understanding and reforming AET structures, considering their institutional designs and governance dynamics.
