The chapter analyses the development of TBH (2022), the first public service fiction web series in the Czech Republic, as a manifestation of a struggle for the future of public service media in the era of streaming platforms. It follows the individual stages of group-based writing, while focusing on its embeddedness in and conditioning by the institutional culture, power structures, and strategic goals of the public service broadcaster Česká televize (ČT), which has been undergoing a key stage of its digital transformation. By doing this, the chapter proposes an industry analysis of the development process, whereby an innovative, platform-specific, youth-oriented project in development acts upon and is simultaneously shaped by the production system and institutional culture of a small-nation public service broadcaster.
