We try to critically analyze some aspects of the system of evaluation of scientific research in the Czech Republic. The government presents it as very objective, fair and motivating. Using the evaluating methodology of the state, data obtained from Journal Citation Reports and mathematical models we would like to demonstrate that the system is neither fair nor motivating.
