    The risk quantification represents complex multidisciplinary problem, requiring pipeline disturbance probability evaluation, escaping gas quantity assessment, physical effects of caused fire or explosion under different technical and meteorological conditions, individual risk evaluation and vulnerability assessment of exposed people or objects. This work represents trying to criteria formulation for development licence with the usage of individual and social risk assessment. It is affected by estimationuncertainty of probability of major pipeline break. In the worldwide scale it is concerned about unique cases, so it is not possible to consider available statistic data as adequately reliable for accident frequency determination.
