    Protection of Sovereignty? Populist Abuse of Civil Rights and Its Democratic Ethos

    The debate about content of the civil rights has not ended yet. The content of the civil rights is changing face to face new contemporary challenges like migration to Europe (and the rights of migrants), or incapacity of welfare state (social rights), etc. Those challenges may emptying legitimacy of state and strengthen the gap between establishment and citizens because citizens “feel” an incapacity of establishment (not capable to solve problems related to the rights according to citizen´s reflection). Populists try to abuse this situation and offer the simplest way as “a return the right to rule from establishment back to omnipotent citizens”. The problem is that democratic rights (established on attractive “the right to rule” ethos) may lost content because populist do not want to truly re-establish debate about the content and impact of perception of the civil rights to problems but they want only direct debate and gain attention of voters with politics of fear (or adoration). In my speech I will show one of the possible populistic communication strategy by Tomio Okamura (member of Czech parliament), especially how he works with content of the civil rights in connection with the term “sovereignty”.
