This paper discusses how clustering can be a gateway to Smalt and Medium Enterprises (SMEs) by escalating human resources and competitiveness in conditions of globalization for doing business. Human resources, their accessibility to the companies and theupgrading of their knowledge, skills, and abilities represent one of the most important fields for the co-operation within the clusters. This study reports on the results of the survey carried out by interviews of cluster managers in different countriesabout the nature of the presumed cluster they operate in and the impact of its presence on their firm development and growth.
