European Social Fund is a mainstream financial instrument which the European Union uses to promote a successful development in the area of human resources. The fund has a long history dating from the Treaty of Rome and has since become a flagship of the Cohesion Policy of the European Union tackling various issues connected to the human resources and social issues. This paper is focused on the issue of the European Social Fund intervention in the Republic of Poland in the first half of the 2007 – 2013 programming period. The paper attempts to link the European Social Funds interventions with the unemployment rate registered in 16 Polish viovodeships.
