Today, full of change and progress must constantly seek new ways to improve services provided by both public and private sectors, all of our customers - citizens, municipalities, organizations and companies. As in the private sector to improve managementand efficiency of personnel management tools are used, it is necessary that public administration was the area devoted to the great attention because end customers forming values the process of public sector organizations often have we, the citizens. Ofthe many studies suggest that many organizations, public and private sector are facing the problem of staff turnover and low productivity. I believe that if the organization invests in human capital, such problems can be eliminated. In the following paragraphs I would like the reader acquainted with the possibility of developing human capital through a modern HR tool - Standard Investor in People (Standard IIP).
