Clustering concept is an economic phenomenon that is placed in a competitive context in which many businesses simultaneously compete and collaborate to gain different economic advantages. This paper represents the experience of growing market for plasticindustry in India that made significant achievements which navigated Kerala Govt. to establish and initiate Aluva Plastic Consortium Pvt. Ltd. This plastic cluster is the pioneering venture launched by the Industries Department as part of its cluster development programme. Empirical evidence of this study demonstrates an overview of Aluva Plastic cluster?s different role that empowers firms to enhance their competitiveness. The results of this study highlights about the significant achievements and activities of plastic cluster?s mainly, human resource development as well as research & innovation activities which act as a toolkit. This kit offers a rationale and a practical approach for successful cluster development programme in India
