Global bureaucracy: The politics of international organizations staffing

The purpose of this project is to contribute to the rapidly expanding field of research on international bureaucracies and on the role the international organizations’ (IOs) secretariats play in inter-state cooperation. The project plans to make two core contributions. First, we create a large new dataset on the geographic distribution of staff in approximately 30 major IOs, over the period of last 20 years. As of now, no such comprehensive dataset is available. Using this new data, we estimate the degree of individual states’ representation in international bureaucracies and identify the possible trends, e.g. with regard to the representation of the rising powers. In addition, we suggest explanations for these patterns of states’ representation, focusing on a range of core political and economic explanatory factors. Second, we conduct a survey experiment of IOs’ staff and of members of the permanent representations to the IOs, assessing the importance of the secretariats’ representativeness for the IOs’ legitimacy and the performance of their key functions.
