Public expenditure in postsocialist members of the European Union

Anotace anglicky

Fiscal adjustments based on public expenditure cuts rather than tax increases have expansionary effects especially if expenditure cuts are concentrated on public employees compensation and on government transfers.  Thus the success of consolidation willincreasingly depend on the ability to control ageing related expenditure. Therefore both the dynamics and composition of public expenditure in postsocialist countries (EU-10) since the mid of 90´s is important for the economic growth and for a certain social cohesion on the eve of population ageing. Various types of econometric analysis (fixed effect models in both static and dynamic versions) should help to answer often posed questions (e.g. the impact of different budgetary items on economic growth, crowding-in or crowding-out effect of public investment, the relationship between changes in output gaps and public expenditure during both good and bad times). In EMU the degree of similarity in the composition of current expenditure is relevant (the effects of external shocks) hence the comparison of different groups and subgroups (EU-27, EU-15, EU-10, 4 Visegrad countries) in the framework of panel data analysis seems to be highly demanding.
