Nurses make up the most substantial part of health professionals in all health care systems. In managing a pandemic, nurses are the most important and arguably the most at-risk link in the health care system. In view of the current situation, strengthening community care is essential.This sphere offers great potential relative to the role of general nurses, whose competencies include, in addition to the direct provision of nursing care, extensive education in relevant areas.In view of scientific and technical progress, there is an opportunity to find virtual solutions for connecting patients and nurses to facilitate effective communication and education. However, so far, educational videos and online educational programs are unavailable.The creation of a system, i.e., an online environment or online counseling center, would allow for more effective communication with patients and would enable nurses to provide preventive healthcare to patients relative to their specific situations.The main objective of the project is to describe the role of the nurse in the health care system during epidemic situations, i.e., relative to other nurses, doctors, and patients in situations involving high risk of exposure environments, low risk of exposure environments, and primary care environments.The goal is to clarify the factors that define the nurse's role and use this information to create an online environment for nurses and patients.This environment will also provide nurses with a gateway for new information associated with epidemic situations.For primary care nurses, the environment will create an online nurse-led counseling center to support the management of epidemic.The research strategy will be mixed and based on a combination of qualitative-quantitative techniques. The research sample will be representative, i.e., a random selection using quotas. It will be a sample of 1200 nurses, 1200 doctors, and 1800 adult citizens.
