Anotace anglicky

The goal of the project is to prepare a comprehensive analysis of the development of regional and local distribution systems and in the future closed distribution systems and energy communities with regard to the economic model of operation and regulatory and tariff conditions of individual licensees. The project should focus on mapping the number and size of the reserved area managed by individual licensees for electricity distribution in the historical context from about 2017, on assessing current energy challenges that may affect the operation of distribution companies, to develop a non-discriminatory, efficient , a sustainable and workable solution that ensures a level playing field for final customers, harmonious development of licensees, easy adaptation of new technological trends and legislative obligations, while minimizing negative impacts on final consumers. The project is to evaluate the practical functioning of regulation and tariffing within the LDS in the Czech Republic and propose functional principles for the operation and development of LDS and UDS in the future (reporting the collection of connection fees and other revenues, flow items, etc.). In the conditions of the ongoing energy transformation, there is an increase in the number of holders of electricity distribution licenses in the Czech environment, as well as the number and size of the reserved areas of these holders. The European institutions are also showing pressure to democratize energy, where new concepts (eg energy communities, increasing the impact of renewables on final consumers, flexibility aggregation) are changing the approach and concept of the operation of distribution companies. The analysis should include not only an external assessment based on real data, but also the use of "soft" research methods such as participatory design and sociological research in the form of guided interviews with selected focus groups from RDS operators, LDS, ESCO companies and other stakeholders.
