Anotace anglicky

Create, on the basis of Czech and foreign practice, guidelines for the application of effective and functional housing support (assistance, guarantees) aiming to end housing distress. Currently, the Czech Republic is struggling with the absence of a systemic solution for social / affordable housing and at the same time with the ever-increasing number of a significant groups of the Czech population disadvantaged in access to housing or threatened with its loss, which has been recently exacerbated by the COVID pandemic19 and the subsequent Russian military aggression in Ukraine and related problems that affected not only the Czech Republic. This situation reflects the need to ensure, among other things, the most adequate setting of conditions at the local level, accelerating the possibility of this vulnerable group entering housing. At the same time, however, current practice shows that the sustainability of the results achieved is also an essential part of the process. Within the framework of sustainability, it is a matter of supporting a person (assistance, guarantees) who is already in social housing, so that he will maintain his housing in the future and not return to the repetitive cycle of housing need, or, conversely, based on the assessment of the situation, ensuring the replacement of people in housing need in the apartment, which prevents its "conservation". Therefore, the MLSA, as a body providing coordination and methodological support in the field of social work and services inextricably linked to social housing and at the same time covering the umbrella project Social Housing II - Methodological and Coordination Support, considers it crucial, based on the experience of municipal projects and providers, to carry out an evaluation of the current functioning of ending housing distress and the sustainability of housing for persons whose housing support has ended.
