Research on effective consumer protection in the energy transformation process

Anotace anglicky

The project aims to analyze selected important areas of consumer protection in the energy sectors in practice, with regard to the formulation of contractual terms and conditions for energy supplies applied by suppliers, and to propose an effective legal framework for consumer protection in the context of these changes, taking into account the specificities of the sector (technical, etc.). Another objective is to provide the ERÚ with support for continuous and incremental innovation in the area of consumer protection and substantiated proposals for increasing its level, also with regard to the ongoing development of energy decentralization (sharing, aggregation, etc.). The objectives are: Analysis of the current legal framework: Assess existing legislative measures with regard to their effectiveness in ensuring consumer protection. Proposal of new legal instruments: Formulate possible legislative recommendations reflecting the findings. Interdisciplinary approach: assess any impacts in terms of requirements for their effectiveness in ensuring consumer protection, including stable energy supply, development of renewable sources, decentralization, digitization, etc. It is not excluded to touch upon procedural issues (the issue of the effectiveness of the enforcement of consumer rights, the powers of state authorities, the costs of proceedings, etc.). Involvement of stakeholders: Assess the factual and legal possibilities for the participation of consumers and other stakeholders in the energy market, including aspects of the new energy sector (active customers, sharing).
