Anotace anglicky

The objective of this research need is to create a comprehensive, methodologically grounded, and data-driven system for the strategic setting, management, and evaluation of Priority Research Objectives (PVC) while simultaneously designing a systemic methodology for effective cooperation with Application Guarantors (AG) within the THÉTA and THÉTA 2 programs, ideally with transferability across other Technology Agency of the Czech Republic (TA ČR) programs and departmental programs utilizing these institutes. The research task aims to analyze the fulfillment of PVCs and the functionality of AG engagement based on real-world data from projects completed by 2025, identifying best and weak practices, and proposing systemic procedures and tools for the establishment of a PVC evaluation system at the levels of results, outputs, benefits, and implementation rates. Part of this must include an evaluation of PVC fulfillment to date, which can be further utilized in the ex-post evaluation of the THÉTA program (expected in September 2026). Furthermore, the project focuses on the setting, regular updating, and prioritization of research topics that form the basis of future PVCs, as well as the establishment of a system to evaluate the role and actual involvement of Application Guarantors throughout the project cycle, including a verification and description of the current state. This pilot verification will also be applicable to the aforementioned ex-post evaluation of the THÉTA program. Finally, the research involves formulating a methodology for cooperation with AGs, including tools for measuring their contribution and defining clear responsibilities. The resulting outputs will serve as a strategic foundation for the decision-making processes of TA ČR, which will utilize them when working with AGs and PVCs within its own capacities and resources.
