V roce 2023 vyšla publikace Vyhodnocení programů IDU na podporu exportu a mezinárodní spolupráce. Její obsah se zaměřuje na vyhodnocení vybraných programů IDU podle metodického rámce, který byl navržen v rámci prvního výstupu výzkumu. V rámci evaluace byla uskutečněna analýza dostupných dat a informací a byla provedena dílčí dotazníková šetření. Došlo k vyhodnocení programů na podporu rezidencí, krátkodobé mobility, programů kanceláře SoundCzech a projektu Showcase mladých českých interpretů oblasti klasické hudby. Každému z jmenovaných programů je věnována samostatná kapitola, která navazuje na stejnojmennou kapitolu prvního výstupu, kde jsou popsány definice, charakteristiky, zdůvodnění realizace, návaznost na strategické materiály, cíle, podmínky, administrace a základní přehled o podpoře daných programů do roku 2018. Kapitoly nové publikace nabízí doplnění přehledu o podpoře o období 2019–2022, vyhodnocení kvantitativních a kvalitativních indikátorů, cílů, výstupů a výsledků a zodpovězení základních evaluačních otázek. Ve vyhodnocení je zohledněna i situace způsobená covidovou pandemií. Po provedení analýz závěrečných zpráv i dotazníkových šetření programů IDU bylo zjištěno, že navržený rámec hodnocení je vhodným metodickým postupem. Výsledkem provedeného monitoringu a analýzy jsou dílčí úpravy a zpřesnění u vymezení cílů a některých z indikátorů a vytvoření optimalizovaného rámce hodnocení pro vybrané programy IDU.

The Evaluation of the ATI Pro-Export Programmes represents the final output of the research project, which seeks to assess the export promotion and international cooperation programmes implemented by the Arts and Theatre Institute (ATI). The publication extends upon the document Methodological Framework for the Evaluation of the ATI Pro-Export and International Cooperation Programmes (ATI, 2019). The content of the present publication centres on evaluating specific ATI’s programmes. Adhering to the methodological framework outlined in the initial output, an analysis of available data and information ensued, along with the implementation of sub-surveys. The assessment covered residency programmes, short-term mobility, SoundCzech office programmes, and the Showcase project for young Czech classical music performers. Each of these programmes is the focus of a dedicated chapter, mirroring the structure of the corresponding chapters in the initial publication. These chapters encompass definitions, characteristics, rationale for implementation, links to strategic materials, objectives, conditions, administration, and a basic overview of support for the programmes up to 2018. The new publication’s chapters provide a supplementary overview of support for the period 2019–2022, evaluating quantitative and qualitative indicators, objectives, outputs, and outcomes, and answering the fundamental evaluation questions outlined in the ATI programme evaluation methodological framework. The evaluation also takes into consideration the impact of the COVID-19 pandemic. After analysing both the final reports and the questionnaire surveys of the assessed ATI programmes, the evaluation framework established in Phase 1 of the research was deemed to be an apt and effective methodological approach. Through the monitoring and analysis undertaken, certain adjustments and refinements were implemented in the definition of objectives and some indicators, leading to the development of an optimised evaluation framework. The importance of establishing a structured format for beneficiaries’ final reports has been affirmed as crucial for evaluating both quantitative and qualitative indicators. This structure facilitates the immediate feedback, enabling subsequent analysis to extract valuable information. Concerning feedback obtained after a certain period, insights from programme evaluations indicate that asking the same questions may lack relevance. It seems more appropriate to incorporate queries related to the specific benefits of the project and those that contribute to enhancing programme settings in the future. Additionally, monitoring the career development of supported professionals, even without direct contact, proves beneficial for assessing the impact of the programmes. This is particularly relevant in cases such as tracking the career progression of participants in pertinent programmes. Throughout the evaluation process, the dedicated online application introduced by the ATI in 2020 for administering calls proved to be an invaluable tool. This application streamlines the collection of contacts, applications, evaluations, contracts, and final reports from beneficiaries, consolidating these elements in one centralised platform. In evaluating the ATI’s pro-export programmes, attention was given to assessing the alignment of these programmes with the ATI’s mission and objectives. The responses to 129 this inquiry are integrated into the recommendations provided in each respective chapter. Although generally, the programmes align with the ATI’s focus, certain sub-segments of support might find more fitting implementation within alternative programmes or organisations, for example, residencies of foreign artists in the Czech Republic or the organisation of a showcase for young classical music performers. However, a comprehensive assessment of the entire framework of programmes supporting international cooperation and exports is essential to determine whether the support should be terminated. This evaluation should particularly encompass initiatives of the Ministry of Culture and other organisations established for this purpose (such as the Czech Literary Centre) or involved in implementing the support (such as the Czech Centres). A forthcoming comprehensive evaluation will be imperative, especially in light of the conclusion of the National Recovery Plan programme, which has augmented funding allocated to support international cooperation and exports until 2024. Subsequently, it will be necessary and pertinent to appraise the effectiveness of the National Recovery Plan calls and programmes and contemplate potential links between national programmes (including those within the ATI) to ensure their sustainability and maximise impact. The present output and the chapters have been written to varying extents by the “administrators” of the relevant ATI programmes; without their involvement, the publication could not have been produced.
