The aim of this paper is to present models of biomass potential with increased non-productive areas and fallow land and the introduction of a zonal approach where part of the non-productive areas would be dedicated to targeted biomass production with perennial energy crops that contribute to environmental goals. Second generation or perennial energy crops (fast-growing trees, Miscanthus, amog others.) are low-input agricultural crops and landscape systems with minimal use of chemicals and agrotechnology. Their use on arable land, in plantations and agroforestry systems with fulfil goals of “non-productive land measure” as increase biodiversity, carbon sequestration or resilience to weather extremes as documented by results of experimental and practical experience in EU and non-EU regions. The question therefore arises whether part of the land allocated for non-productive areas could not be used for growing energy crops. The impact of fallowing is reflected in the calculations in two ways: first, it reduces the production of conventional agricultural crops and/or targeted biomass due to the decreased availability of arable land; second, it can create opportunities to increase the cultivation of targeted biomass. When strategically planted in areas prone to erosion, biodiversity loss, or extreme heat, energy crops can enhance landscape resilience while providing a local renewable source of energy or materials.
