The effectiveness of agri-environmental measure policy could be supported or undermined by a number of factors. When the subject of the agri-environmental contract is typical public goods like biodiversity. The case is focused at implementation of agri-environmental (AE) scheme in selected protected areas in the Czech Republic, targeted at biodiversity. It was revealed that in some Protected Landscape Areas (PLAs) the implementation was easier than in the other. The question came ?why?. The scheme represent rather complex situation, when highly specific public good is subject of transaction between farmers and government represented by several organisations, which traditionally do not cooperate well. The research was focused on selected factors, whichperformed differences between PLAs in study. These were especially trust between farmers and the state organisation (e.g. Ministries and PLA) and organisational issues. In order to increase understanding the case study was carried out in
