Der Beitrag thematisiert die Schlüsselrollen von Öffentlichen Bibliotheken in Beziehung zu ihren diskutierten sozialen Rollen. Er blickt kritisch auf die Erweiterung von Bibliotheksdiensten, welche nicht die primär soziale und systematische Funktion von Öffentlichen Bibliotheken berücksichtigen und daher einen negativen Einfluss auf das ganze System von öffentlichen Institutionen haben. Der analytische Teil des Beitrags beschäftigt sich mit dem Grund für die Entstehung von Öffentlichen Bibliotheken in der Tschechoslowakei nach 1918, der aktuell aufgenommenen Konzeption der Entfaltung von Bibliotheken nd der Erfahrung, die die Öffentlichen Bibliotheken während des sogenannten Lockdowns aufgrund der Pandemie 2020–2021 gemacht haben.

The article looks into the key roles of public libraries relating to their social functions under discussion, taking into account the system of social institutions and the societal and functional roles of libraries from that angle. With a critical eye on ever-expanding library services negligent of the primarily social and systematic functions of public institutions, it is argued that these advancements have a negative effect on the overall system of public institutions. The analytical perspective focuses on how public libraries in Czechoslovakia developed since 1918, on current concepts for further developments of libraries in today’s Czech Republic, and on experiences during the shutdown in the corona pandemic 2020–21.
