The submitted text deals with the impact of the Truman Doctrine speech on the formulation of containment strategy. The Doctrine was literally only a request to Congress for funds to defend Greece and Turkey from Soviet pressure. The U.S. Government justified this request by emphasizing the danger of totalitarianism as opposed to democracy rather than playing on the fears of Soviet aggression. Vague formulation of the Truman Doctrine made it difficult to recognize whether the object of containment strategy was the international Communist movement or Soviet expansionism.
