Between expert knowledge and ideology: the stance of Czechoslovak diplomacy towards violations of Czechoslovak airspace betweem 1948-1968
Popis výsledku v původním jazyce
The present study analyzes the diplomatic activity of the Czechoslovak Communist Ministry of Foreign Affairs in the 1950s and 1960s in cases of military aviation incidents in which the airspace of Czechoslovakia was violated, respectively, in which Czechoslovak military aircraft themselves violated the airspace of other states. The author has collected a set of 85 aviation incidents, of which there are more extensive records in the funds of the Ministry of Foreign Affairs. The main diplomatic adversaries of the Czechoslovak Ministry of Foreign Affairs during these incidents were the diplomacy of the USA, marginally also of the Federal Republic of Germany. The study primarily examines the position of the Ministry of Foreign Affairs in the process of responding to airspace violations within the communist power system, and the degree of decision-making powers it possessed. And further, what was the nature of these decisions? Was she more influenced by political realism or ideology? What was the quality of those involved in these diplomatic cases? How did the ministry's diplomatic and press strategies differ? The study is therefore methodologically based on the concept of "new diplomatic history" and on the concept of the expert knowledge and technocratic management in communist Czechoslovakia. The study analyzes the most serious "profile" incidents, examines the question of cooperation between individual actors of the power-political system in solving them, and in the final part focuses on the factors that influenced the severity and way of solving individual incidents. The author comes to the conclusion that when it comes to solving cases of air military incidents, Czechoslovak communist diplomacy showed a considerable degree of political realism, given, among other things, by the professional quality of the top officials of the ministry.
