The Principles of Political Autonomy and Equality in The Concept of EU Representative Democracy

This article provides an analysis of the legal regulation of the EU's concept of representative democracy, which is found in particular in Title II of the EU Treaty. In doing so, it identifies the basic decision-making rules of the EU's representative bodies. Representation of EU citizens by the EP and representation of the citizens of individual Member States by the members of the Council and the European Council. It then places the results of this analysis in the broader political-philosophical context of democratic theory. The latter is based on two strands of opinion. The first bases the legitimacy of decision-making on the rule of the majority resulting from democratic elections, while the second adds the requirement to represent the general interest of all citizens. The conclusion of this article is that EU epresentative democracy isobjectively based on European democratic theory, although it is conceived in dual terms. At the EU level,it is based on the requirement to represent the general interest.
