This chapter explores how the European Union (EU) employs legal frameworks as tools for normative control, delving into the theoretical foundations of these mechanisms and their practical effects on member states, especially in the context of post-communist transitions and recent crises. The EU’s legal and economic frameworks, analyzed through the lenses of Wallerstein and Foucault, reveal a complex system of normative control and structural dominance. The core countries leverage legal norms to maintain their dominance, marginalizing peripheral states and alternative governance models. The European Court of Justice’s role in establishing legal norms and the EU’s response to crises highlight the interplay between law, power, and identity, underscoring the challenges of balancing uniformity with diversity within the European project. By understanding these dynamics, we gain a deeper appreciation of the challenges and opportunities inherent in the EU’s quest to balance unity with diversity, sovereignty with integration, and stability with democratic engagement.
