In Deutschland gibt es Anzeichen, die auf einen Wandel der Russlandpolitik hindeuten. Eine neue Generation betritt die politische Bühne, immer wieder ist davon die Rede, dass die Konfrontation überwunden werden müsse. Gleichwohl spricht alles dafür, dass es bei der Politik bleibt, die Berlin vertritt, seit Russland 2014 die Krim annektiert und im Osten der Ukraine den bis heute nicht beendeten Krieg entfacht hat. Die Hoffnung auf eine Partnerschaft mit einem demokratischen und rechtsstaatlichen Russland ist zerstoben. Versuche, Kontakte aufrecht zu erhalten oder zu erneuern, zeugen nicht von einem neuen Blick auf die Moskauer Politik, sondern von der Rückkehr der alten Hoffnung auf einen langsamen Wandel in Russland. Nur die beiden Parteien am rechten und linken Rand, die AfD und die Linke, stört es nicht, dass das autoritäre Russland gegen das Kerninteresse Deutschlands an einer regelbasierten internationalen Ordnung arbeitet.

In Germany, signs are emerging of a change in policy towards Russia. A new generation is entering the political stage, and calls are repeatedly being made to resolve the confrontation. Nevertheless, there is every indication that the policy adopted by Berlin since Russia annexed Crimea in 2014 and unleashed the ongoing war in eastern Ukraine will remain in place. There is now no hope left for a partnership with a democratic, constitutional Russia. Attempts to maintain or renew contacts are not a reflection of a new perspective on Moscow&apos;s policies, but rather a return to the old hope of gradual change in Russia. Only the two parties on the right and left fringes, the AfD and Die Linke, are unconcerned that authoritarian Russia is working against Germany&apos;s core interest in maintaining a rule-based international order.
