This chapter reconceptualizes policy advice as a distinctive form of policy work embedded in multilevel contexts rather than as a narrow product of professional policy analysis. It argues that advice is generated not only by specialized advisors but also by incidental actors across bureaucracies and political institutions. By mapping policy advice within the broader space of policy work, the chapter highlights blurred boundaries between analysis, advice, communication, and decision support. It further discusses the role of context, routines, and institutional dynamics in shaping how advice is produced and utilized. The chapter concludes that policy advice is often intuitive, experience-based, and context-dependent, requiring more attention to its "backstage" processes and multilevel character to understand its real contribution to policymaking.
