The Work of Vasiĺ Bykaŭ as a Politician and National Figure in the Context of the Language and Nationality Policy of the Late 1980s in Belarus

The objective of this article is to trace the work of Vasiĺ Bykaŭ as a national figure and politician in the context of historic events associated with the unfolding and development of the national and linguistic question in the late Soviet Belarus of the perestroika period (1986). Chronological frameworks of the article encompass the beginning of perestroika and the societal liberalization related thereto that unfolded from 1986 until 1991 - the year of the formal collapse of the Soviet state and the emergence of an independent Belarus. Within the framework of that period, we review the relation of Vasiĺ Bykaŭ to the Letter of the Twenty-Eight (1986), as well as the significance of that letter as a key event and symbolic step toward the Belarusian national emancipation of the late 1980s.The Letter of the Twenty-Eight that had been signed by twenty-eight leading representatives of the Belarusian national intelligentsia was addressed to the General Secretary of the CPSS Mikhail Gorbachev and included not only statements on the deplorable state of the Belarusian language and culture in the BSSR of that period but also, importantly, an almost six-page-long annex of radical proposals on its rectification (e.g., by transferring the system of public education to the Belarusian language, etc.). Subsequently, those demands were reiterated in the law On Languages in the Belarusian SSR dated January 26, 1990 that formalized the status of the Belarusian language as the one and only state language.The article also touches upon a gradual change in priorities and the radicalization of the views of Vasiĺ Bykaŭ on the national question and the status of the Belarusian language as the one and only state language that occurred in the course of 1988 - 1989, as well as upon a brief episode of Vasiĺ Bykaŭ&apos;s political activity as an elected representative that was related to his work on the Committee for the Nationality Policy and International Relations in the Supreme Soviet of the BSSR.
