Arbeitsmigration ist ein altes Phänomen. Der Beitrag sieht die Arbeitsmigration durch die Optik des Staates, also inwieweit der österreichische Staat in die Arbeitsmigration im „langen“ 19. Jahrhundert eingriff, bzw. ob es eine Regulierung seitens des Staates gab. Der Beitrag zeigt „den Hunger“ nach qualifizierten Arbeitskräften und die Intention des Staates, die eigenen Spezialisten zu schützen und denen die Auswanderung aus Arbeitsgründen zu verhindern.

Labour migration is an age-old phenomenon. This paper presents labour migration through the eyes of the state – i.e. the extent to which the Austrian state in the 19th century interfered in labour migration and whether there existed state regulation of labour migration. The study reveals the “hunger” for a qualified labour force and the state’s desire to protect its own specialists and prevent them from moving for reasons linked to employment.
