The legislative framework for elections includes several laws that provide for free and democratic competition, equal campaigning, fair voting, and the transparent scrutiny of votes. Parliamentary elections are based on a proportional system that stipulates the following thresholds to qualify: 5 percent for single running parties, 7 percent for coalitions comprising two or three parties, and 10 percent for coalitions consisting of four or more parties. Elections to the EP use a proportional system. Theminimum quorum to qualify for the assembly is 5 percent of the popular vote, which applies to both individual parties and party coalitions. Elections to local and regional self-governments use a modified majority electoral model. The Slovak president andregional governors are elected using a majority model with two rounds. The political system is multiparty based, with a total of 42 parties registered at this time. In 2005, the Ministry of Interior re-registered all political parties in
