Legitimation by welfare in 'real existing socialism'

Real existing socialism, a late form of communist rule in 1970s and 1980s, lacked usual sources of legitimacy that are at disposal other types of regimes. It could neither draw on the legitimating principles of the pluralist democratic procedures and rule of law, nor the charismatic legitimation of ideology of the earlier Stalinist type. I propose that the role traditionally occupied by political and civil rights in liberal democracies was adopted by social welfare measures in real existing socialism.
