Health care reform policy is a crucible for the majority of European countries for more than a quarter of century. One of the reasons could be seen in so called power dimension of health care (see i.e. MALÝ 1998, FREEMAN&MORAN 2000). Health care is perceived as object of conflict between those who use the health services, those who provide them, those who pay for them and those who make the rules. Healthcare arena can be then seen as a dense network of institutions, all representing a set of actorstrying to influence the health care policy orientation. Logically, the process of reform brings changes in the power and authority of these institutions and their associated interests (often antagonistic). From this point of view, one of the conditions of successful health reform enforcement is the position of key actors and their support towards proposed reform measures. The paper is inspired by the situation in the Czech Republic in the field of health care reform.
