Intermunicipal Cooperation in Municipal Solid Waste Management in the Czech Republic

Intermunicipal cooperation offers an interesting alternative in cases when municipalities are too small to provide public services at an efficient level but are reluctant towards municipal amalgamation. Forming a subject consisting of multiple municipalities with a specific focus provides a way how to exploit economies of scale while keeping the municipal identity. In our paper we examine effects of intermunicipal cooperation in the field of municipal solid waste management, using a sample of municipalities from the Czech Republic, where municipal fragmentation is an important issue. Our results suggest that municipalities participating in intermunicipal cooperation focused on waste management experience annual costs saving of almost 6%. In addition to that, intermunicipal cooperation often includes other qualitative and non-financial benefits like better quality of the service or relief from administrative burden, which is especially appreciated by the smallest municipalities with limited administrative staff.
