Public authorities have a statutory obligation to provide certain types of public goods and public services. These can be provided in-house or by outsourcing. The outsourcing of public goods and services can be realized in the form of a public contract or PPP project. In the case of a public contract, the contracting authority is the key actor. In short, the contracting authority is one of the public authorities. It uses the public contract as an effective allocation of resources, by which the contracting authority usually pursues economic and social objectives. The role of the contracting authority may be played by the state (for example, a particular ministry), a municipality, a government organization, and the like.
