Regional innovation systems (RIS) are relatively new instrument in regional policy. It was developed from National Innovation System in 1990s according to fact that innovation was the most important instrument for regional development. This instrument became immediately very popular among the regional policy makers. There are huge literature about RIS and many studies about its application or operation. There are also many definitions of RIS and many approaches to its proper use. However there we can observe from the practice many practical problems with implementation in the regions of developed economies. If we want to apply RIS in practice the most effectively, must be generally known the fundamental elements of every RIS. This paper focuses on these elements and characteristics of RIS. We cannot imagine RIS like one homogenous system without inherent parts or components. RIS is consisted of several parts which are networked. Each RIS has its own core with some support organization
