Currently knowledge and innovation play a significant role in the regional economy. It can be said that innovation is the fundamental driving force of economic growth. Each region tries to support innovation by certain instruments. However, there is no universal access to effective supporting of creation of favourable environment for the creation and diffusion of innovation which is financed via public finance. In this context, a comprehensive tool of regional policy was developed. Its aim is to promoteknowledge transfer and the subsequent creation and diffusion of innovation. This tool is known as the regional innovation system. The emergence of innovation systems is connected with the implementation of strategic documents. Innovative systems are supported by both private and public funds.
