SOCIAL EXCLUSION IN THE CZECH REGIONS: MANIFESTATIONS AND APPROACHES TO SOLUTIONS

The aim of this paper is to assess what is the state of the issue of social exclusion and in particular the elements causing threats to this socially undesirable phenomenon in the individual regions of the Czech Republic and what approaches to its elimination are chosen by the regional governments. The validity of the established hypotheses has been verified using the span standardization, correlation analysis, document content analysis and budget expenditure aalysis. The analysis performed show that not in all regions the social exclusion situations have improved between 2010 and 2016; with a very strong correlation of indicator levels relevant for assessing the state of the fight against social exclusion and the number of socially excluded localities. Most of the regions - not just five more vulnerable to social exclusion – have been combating this negative phenomenon directly in their strategic documents, only three regions treat this phenomenon not only as an economic, social, but also a security issue. However, it was not confirmed that regions with a higher degree of social exclusion from their regional budgets would allocate above-average funding to this area. Structural analysis of expenditures on prevention and solutions to social exclusion shows the difference in accent on individual segments.
