    Problems related to an ambiguous situation regarding water resources have been accepted as the priority direction for the implementation of the circular economy (CE) in developing countries like Kazakhstan. The process may hit obstacles, which should be identified. As the initial step, it is important to understand the state-of-the-art perception of key stakeholders to such changes. The aim of this work is to assess the water management system in a Kazakhstani industrial region and identify existing imperfections and potentials for sustainable and circular water use. For this purpose, interviews were conducted with representatives from local industries, governmental bodies, water supply utilities, and academia to understand the willingness of stakeholders to accept and implement the CE principles. The results of the interviews were examined using the SWOT approach. The associated Likert and analytic hierarchy process (AHP) analyses were used for prioritizing barriers and opportunities towards reduction of freshwater withdrawal and water contamination in the region. The following factors were recognized as the most critical: conditions of existing water infrastructure and associated cost for renovation projects, low water tariffs, and the impact of the governmental regulation. The particular focus should be placed on the willingness of stakeholders to eliminate corruption-related risks in the water sector, to control existing shortcomings in the legislation, to invest in water infrastructure despite associated costs, and to enhance environmental awareness at all business levels.
