This chapter argues that the cartel party theory can be of great utility in understanding democratic setbacks in illiberal democratic settings like Turkey. While the government party can lead to a democratic setback by extending partisan power over the state institutions, the cartel party theory shows that opposition parties may also play a role in enabling such a process. This study traces the patterns of cartelization among the existing political parties in Turkey to draw lessons about the effect of political parties on regime change. It shows that, at the organizational level, the AKP is leading the other parties in the system in terms of its entrenchment in the state while the two main opposition parties, the CHP and the MHP, also have substantial ties with the state. The pro-Kurdish HDP stands as an outlier in its rootedness in society and weak relations with the state.
