Czech ?pension insurance? is predominantly a Beveridgean pension scheme, due to the flat-rate ?basic amount? of the pension and due to the bend points used for substantial reduction of the relation of the pensions to the earnings of the insureds, with the ?percentage amount? of the pension. Five years ago, the Constitutional Court of the Czech Republic concluded that the (social) pension insurance should basically be a Bismarckian scheme and cancelled the bend points. The government of that time did notagree, however, instead of a radical reform (for which there was not enough time) it (re)introduced a simplified version of bend points, decreasing the index of pension progressivity only by less than 10 percentage points, and parametrized the basic amount of the pensions to 9% of the average national wage.
