In the context of growing global attention to research, development, innovation and education as key factors of future economic growth and competitiveness and social development the contribution is devoted to the strategic approaches in the EU and in theCzech Republic in this area. R&D and innovation policies in the EU and its member countries are searching for favourable approaches and instruments to R&D and innovation performance with respect to market failure. In this context used criteria and eligible types for public support of research, development and innovation and their evaluation are analysing. This contribution also describes the implementation of Reform of the system of research, development and innovation in the Czech Republic, which wasconnected with expectations of solution of range of problems in Czech R&D.
