Ziel des folgenden Beitrages ist es, die institutionelle Kultur im tschechischen Kontext zu interpretieren und kritisch zu reflektieren, einschließlich der Dynamik der wichtigsten historischen Konstellationen und ihrer Auswirkungen. Unter institutioneller Kultur wird hier das Verhältnis der Öffentlichkeit zu ihren politisch-demokratischen Institutionen verstanden. Wir haben dem dreißigsten Jahrestag der Samtenen Revolution gedacht, und obwohl sich die Tschechische Republik gewissermaßen unter die etablierten Demokratien im Westen einordnet, haben wir genügend Belege dafür, dass die Qualität des demokratischen Regierens und die Qualität der bürgerlichen Gesellschaft und ihrer institutionellen Kultur im Vergleich zum normativen Konzept der liberalen Demokratie erhebliche strukturelle Defizite aufweist. Heute wissen wir, dass die Überwindung dieser Defizite weder spontan noch einfach sein wird und dass es viel länger dauern wird, als viele Anfang der 1990er Jahre gedacht hatten. Ralf Dahrendorfs Vorhersage über die Notwendigkeit einer Transformation von »Geist und Herz« in drei Generationen erscheint heute durchaus optimistisch. Eine Grundvoraussetzung für die Überwindung dieser Defizite ist das Verständnis historischer Gestaltungsbedingungen, ihrer kulturellen Bindungen und Determinismen. Die Stärkung der liberal-republikanischen Kultur setzt ein Verständnis des Kontextes ihrer historischen Entstehung, einschließlich der einschränkenden und hemmenden Faktoren voraus, die die Durchsetzung der liberalen und republikanischen Kultur begleitet haben.

The goal of the ensuing contribution is that the institutional culture in the Czech context of interpretation and critique of the reflective, dynamic dynamics of important historical constellations and their influences. In the context of institutional culture, the public affiliation of its political and democratic institutions is at stake. We have met the three-year-old summit of the Revolution, and the Czech Republic has gained interest in the established democracies in the West, we have a common belief, the quality of democratic governance and the quality of society in the G normative concept of liberal democracy similar structural deficits. We are still trying to make these deficits spontaneously and once again, and many of them are much more difficult than the end of the 1990s. Ralf Dahrendorf's advance on the transformation of the ghost and heart in three generations is very optimistic today. A basic assessment of the change in these deficits is the foundation of historical design conditions, their cultural connections and determinants. The strengthening of liberal-republican culture is based on a change in the context of its historical development, including the shortcomings and common factors that the liberation of liberal and republican cultures have.
