Der Beitrag befasst sich mit dem Kontext der parlamentarischen Entwicklung und der Suche nach einem geeigneten Sitz für die tschechische und tschechoslowakische parlamentarische Vertretung. Besonderes Augenmerk wird auf den Wandel der parlamentarischen Symbolik im Zusammenhang mit Veränderungen der Staatsform und der zunehmenden Emanzipation des Parlaments gelegt.
