This work presents the basic problems in the development of care for the poor in Prague during the period of the long 19th century. Standing at the forefront is primarily the issue of the conflict of concepts in this field from the point of view of the state and from the point of view of communal administration. Brought to the light is both the development of open care for the poor, organised as a part of the institution for the poor on the basis of philanthropy and in cooperation with the Church, as well as institutional care, falling under the supervision of the state after the Enlightenment reforms. The Prague authorities had an effect on both areas of care for the poor during the 19th century, and the strengthening of its role was finalised with the transfer of institutions for the poor fully under its administration at the beginning of the second half of the 19th century. During the long 19th century pauperism in Prague experienced repeated reforms that lead to its more effective management, to bureaucratisation of its administration and to the centralisation and partial professionalization of care for the poor. Also the link to the role of the Church was definitely removed from the execution of the care for the poor.
